The Concept
It all started from a fortunate case. A chance perhaps.
It was my reading of the apparently funny paper on Garbage Can Theory of Organizational Choice, also know as Organized Anarchy.
First things first, the formal part.
The Garbage Can Theory, also known as the Garbage Can Model of Organizational Choice, is a theory of organizational decision-making that was developed by Michael D. Cohen, James G. March, and Johan P. Olsen in 1972. It posits that decision-making in organizations can be a chaotic and haphazard process, particularly in organizations characterized by high levels of ambiguity and fluidity.
The theory suggests that organizations operate as “garbage cans” into which various kinds of problems and solutions are dumped by participants as they are generated. Decisions are made when the right mix of problems, solutions, participants, and choice opportunities happen to coincide, often more by chance than by a systematic process. This model challenges traditional views of orderly, rational decision-making by highlighting the randomness and complexity inherent in organizational environments.
So what?
